Certification Europe will be attending  the "Better Energy Financing Briefing Thursday 25th of July" in the Dublin Chamber of Commerce's offices as part of a public consultation on the proposed changes to the "National retrofit financing for domestic refurbishment".

This scheme (formerly known as Pay as you Save) is the Government’s proposed financial solution for home owners to upgrade the energy efficiency of their houses in order to meet the EU energy efficiency targets of 2020.

This is part of the transition away from Exchequer funded grants for energy efficiency measures. The intention is that this will be a comprehensive scheme (excluding low –income housing) that puts in place a structure or incorporates existing structures, covering finance, technical standards, assessment, registration of contractors, assessors and materials.

The scheme will focus on creating a quality mark for retrofit.  All the current documents on the scheme can be downloaded from the Better Energy Financing website

The Minister has proposed that the current suite of Exchequer-funded grants for energy efficiency (excluding the low-income housing retrofit programme) be replaced by a comprehensive national energy efficiency scheme.

This phase of the project has now commenced under the Project name Better Energy Financing, (formally known as Pay As You Save) a Project Team has been established and is overseen by a Project Board which represents key stakeholders.  The BEF Project Board has approved the scope and key deliverables for the project.

The overall design of the schemes will be presented and will give attendees a chance to input into to the design of the proposal. The development of the BEF scheme will be carried out in consultation with a wide group of stakeholders and the draft proposal will also be subject to the public consultation process.
